People abuse each other all the time as a direct result of abusing alcohol and other drugs. Those sorely abused substances are not the cause of people's behavior. Those are the excuses people use to treat one another horribly.
We want to misbehave and We all find alcohol and drugs a convenient method to short circuit our consciences, providing ourselves an alibi to act irresponsibly.

As much as I love this series, I could not help but be irked by the seemingly arbitrary definition of drugs in this chapter. I had no real problem with the ambrosia idea until it was denied that it was a drug. If you ingest it for any reason other than nutrition or hydration, it is a drug. Natural substances can, and very often are, used as drugs, so that is no excuse. Alcohol, aspirin, et cetera all count as drugs. I wish that the characters had made the distinction between regular use of drugs and drug abuse, which seems to be the real issue here. After all, if drugs in general were not allowed at the Academy, then Geneva would have a far less useful medical room.

@vanye LOL as someone with 20+ years dealing firsthand with unknown substances (drugs) that part of the story made me cring. You do not know what is in the vial. But most people see cops in TV/Movies sniffing or tasting it to see what it is. Trust me if you have ever dealt with drugs you are trained not to do this, for good reasons. The other reason not to do this is you never know what the base drug was cut with. I saw first hand fellow workers mess themselves up by not following proper procedures.
